39 years experience in production, utilities, environmental engineering, maintenance, project engineering, process engineering, lab management, ISO Quality Manager and site management at chemical manufacturing facilities in Tennessee and New Jersey. My work experience and focus for the past 19 years has focused on environmental activities in all media and other Safety, Security and Health functions.

Experience & Qualifications

Safety is a key part of my personal management style. The facility has had progressive Safety Management program lead by the wage personnel since the late 80’s. Our OSHA Total Recordable Rate (TRR) of 1.88 had reached a plateau and was not going lower. To make a step change in the TRR a Behavioral Base Safety program was implemented to take the site to a new lower level of injuries with a target of Zero injuries. The site is covered by a NJPDES permit, Non-community potable water system permit, NJDEP Toxic Catastrophe Prevention Act, a Title V operating permit, HON, NESHAP, MON, OSHA PSM, RCRA, NJ DPCC and SPCC to name a few regulations. In addition the site has obtained OSHA VPP STAR status and is ISO 9000-2000 certified. Our ACC Responsible Care? program had reached “practice in place” level for all codes. The site RCRA Part B permit was originally issued in 1988. Since the expiration of that permit I have lead the negotiations for three new RCRA Part B TSDF permits with NJDEP. As part of the renewal process, the site closed three RCRA hazardous waste storage tanks and a nine-acre hazardous waste landfill as part of the RCRA permit. Operated a 1.5 MGD biological waste treatment plant (WTP), negotiated a new NJPDES permit under the OCPSF guidelines and implemented the process changes under an NJ Administrated Consent Order (ACO) until a $2.5 M tertiary filtration system was installed. Reduced sludge generation and disposal cost by 75% ($1,000K/yr) with process changes, reclassification of waste and installation of a $ 1.5 M Thermophilic Sludge Process. Developed hazardous waste minimization plans that reduced off site waste shipments from 120 M lbs/yr to an average of 20 M lbs/yr during the last three years.
