Provide the on-site leadership for the multi-year development and implementation of a system-wide quality function deployment for the U.S. Navy’s new AirSpeed business initiative. Support the Client in achieving their tactical and strategic goals by leading cross-functional client teams through operational improvement initiatives resulting in operations and efficiency improvement.
• Develop, implement, and administer the company’s overall Quality Assurance and Quality Control (QAQC) program.
• Develop, implement and monitor QAQC plans for power plant Engineering, Procurement, and Construction (EPC) projects as necessary to comply with applicable QAQC construction standards and clients’ expectations.
• Manage and supervise construction site QAQC inspectors to include the hiring of QAQC staff and completion of performance appraisals, as applicable.
• Support and train site QAQC personnel in the implementation of company or project specific QAQC procedures.
• Develop complete understanding of contract Scope of Work and specifications for assigned work.
• Develop, rollout, and monitor work flow processes and inspection procedures for power plant construction as well as operations and Maintenance (O&M) contracts to ensure quality of service and compliance with applicable QAQC standards and clients’ expectations.
• Develop program for continuous improvement and lead effort for work flow process standardization.
• Conduct annual and end of project reviews of the QAQC program to incorporate new lessons-learned and address regulatory changes.
• Interface with the management team to assist in developing and implementing new company plans, goals, and strategies for improving QAQC performance.
• Support the Business Development team in preparing proposals, reviewing specifications, and responding to client’s inquiries as they relate to quality.
• Perform Quality Control Inspections in the field.
• Develop a systematic approach to monitor project documentation and records.
• Approve and monitor subcontractors’ quality control programs.
• Identify work place safety hazards and take corrective action.
• Interact with all levels of the client's organization, such as equipment engineers, process engineers, management and manufacturing. Developing new processes, improve cycle time, tool availability, cost reduction, process quality, yield, throughput, and procedures. Analyze, document and present results (operational level or executive summaries).
• Assist in the evaluation of process and material changes that will aid in reducing costs and improving yield and throughput.
• Actively participate in the development of roadmaps: manufacturing; outsourcing or contract partnerships; management of product SKU, ECO, ECN and ECR; and forecasting of supply chain management (end-to-end) deliverables and solutions.
Example achievements to date:
• Shrink inventory SKUs from 650,000 to 375,000 in three years with a 32% cost savings, annually.
• Cut round-turn delivery time for fixed and rotary wing aircraft repairs from 11 days to 5 days
• Increased client satisfaction ratings on a 30 point scale from 88% to 97% in two years
• Delivered verifiable waste reductions of $240K / plane / year equaling a $17MM annual gain to plan.
