As a licensed Tax Consultant by the State of Oregon I am just below a CPA. you achieve this by taking a 5 hours state exam to become a licensed tax prepayer and then take after so many hours of working for someone another 5 hours state exam to become a consultant.I have done individual taxes for 29 years and have some clients that I have done for at least 28 of those years.
